LCN and Penna join up to support leadership development

Published: 1 October 2026

LCN and Penna have announced a new learning and development partnership, helping senior officers enhance their leadership skills at a time of huge change for the sector.

Regardless of whether local government reorganisation takes place, the creation of strong leadership teams and the implementation of a positive culture are essential for all councils.

The two new leadership development programmes we are offering will focus on the transferrable skills needed to be strong leaders. They will also help senior officers and their teams build knowledge and expertise about how successful unitary councils operate.

These programmes will be delivered regionally and locally to maximise the opportunities to build networks and share experiences with others in your area. The two programmes are:

The Future Leaders Programme: Aimed at senior managers who aspire to be senior leaders in unitary councils after LGR. This is a six-module programme with a blend of face-to-face and online events taking place over six months.

Supporting the Leadership Team: Aimed at chief executives and their senior leadership teams. A two-hour team workshop outlines the LGR talent market conditions and the challenges and opportunities in LGR, supplemented by individual 1:1 career coaching session for senior leadership team members.

You can read more about these programmes and our partnership in our prospectus, which can be read here: Penna LCN LGR Leadership Development Programme – Prospectus.
